The holdout had nothing to do with the contract offer. 
 
Tampa Bay intentionally sabotaged Jackson of his final year of NCAA baseball eligibility, and also gave Bo an ultimatum: football or baseball. 
 
Bo walked away from #1 NFL pick money to sign the contract of a 4th round baseball player. Pretty hard to make the argument that he thumbed his nose at Tampa because of the contract offer. 
 
Bo told them to shove it and the next year found a football team willing to let him play both sports.
